일본의 지역전략 ― 국제협조 지향의 ‘열린 지경학’ ―
일본은 동아시아 국제질서 및 전략환경 변화에 대응하기 위해 지정학(geopolitics) 뿐만 아니라 지경학(geoeconomics) 관점에서 대응방안을 모색하고 있다. 미국과 중국 간에는 군사적 대립뿐만 아니라 지경학을 바탕으로 한 새로운 차원의 대립 격화가 발생하고 있다. 본 논문에서는 이러한 미중 대립이 일본에게 주는 리스크를 살펴보 고, 일본이 ‘패권주의에 기반한 닫힌 지경학(closed geoeconomics)’과 ‘국제협조주의에 기반한 열린 지경학(open geoeconomics)’ 관점에서 대응하고 있음을 설명한다. 다음으로는 중국의 닫힌 지경학에 대응하고 있는 일본의 자세를 ‘닫힌 지경학’ 관점에서의 ‘경제안보’ 강화로 설명한다. 일본은 ‘자유롭고 열린 인도태평양’ 구상에 서 중국의 위협을 강조하는 닫힌 지경학 관점을 나타내다가 점차 중국을 포용하는 자세의 열린 지경학 관점을 나타내고 있다. 이러한 흐름을 봤을 때 향후 일본은 그 동안 추구해왔던 ‘국제협조주의’ 외교노선을 ‘열린 지경학’에도 적용할 것으로 전망 한다. 특히 일본은 ‘전략’과 ‘국익’의 관점에서 그 동안 일본의 강점이었던 정부개발원 조(Official Development Assistance: ODA) 형태의 대외원조를 적극적으로 추진할 것 으로 예상된다. 또한 일본은 열린 지경학 관점의 자유롭고 열린 인도태평양 구상 실 현과 함께 일본의 안보와 경제성장에 도움이 되는 대외 협력에 적극적으로 참여할 것이다.

Japan’s Regional Strategy : Open Geoeconomics Seeking International Cooperation
Japan seeks to respond to changes in global order and strategic circumstances from both geopolitics and geoeconomics standpoints. With military confrontation present between the U.S. and China, geoeconomic tensions, a new form of conflict, are rising. The present paper observes the risks that the U.S.China confrontation poses to Japan and how Japan responds from the perspectives of hegemony-based closed geoeconomics and international cooperation-based open geoeconomics. Japan's response to China's closed geoeconomics stemmed from stressing China threat in the ‘free and open Indo-Pacific vision’ and strengthening economic security in terms of closed geoeconomics to gradually embrace China in terms of open geoeconomics. This trend shows that Japan is keen to apply the existing international cooperation to open geoeconomics. It is expected that Japan would realize the ‘free and open Indo-Pacific vision’ from open geoeconomics perspective and would expand international cooperation to enhance its security and economic growth by actively promoting international contribution, such as ODA to ensure its national interests and realize its strategy.
