일본의 동아시아 역내 전략적 동반자 관계 연구
전략적 동반자 관계가 현재 동아시아에서 성행하는 이유로는 탈냉전기 이후 형성된 불확실한 대외질서, 동맹이 가진 한계, 지역 안보 체제에 대한 불만, 경제 교류 확대의 필요성 등 다양한 요인이 존재한다. 일본의 경우 불확실한 지역 인식이 전략적 동반자 관계 체결을 강하게 추동하였는데 이러한 인식을 낳은 가장 큰 원인은 탈냉전 이후 세계 정세의 불확실성 그리고 이에 의한 불안을 가속화시킨 중국의 부상이다. 일본은 90년대 중반부터 전략적 동반자 관계를 체결해왔으나 이 장치를 가장 적극적 으로 활용하였던 지도자는 아베 신조 전 총리였다. 아베는 일본의 보통국가화, 해양 안전 보장에 기반한 중국 견제, 자유민주주의를 기반으로 한 국가들의 연계 강화를 꾀한 인물 이다. 이를 달성하기 위해 아베 정권은 동아시아 역내 국가들과 친교를 강화하였으며 그 도구로 전략적 동반자 관계는 1기(0607)와 2기(12~20) 모두 적극적으로 활용되었다. 현 재 일본은 대부분의 남중국해 동남아 해양 국가들과 전략적 동반자 관계를 체결하고 있 으며, 인도와 호주 같은 동아시아 근린의 지역 강국들과도 높은 수준의 전략적 동반자 관계를 맺으며 이를 전략적으로 활용하고 있다. 그러나 해양안보를 중시하고 자유 민주 주의를 강조하는 일본의 전략적 동반자 관계는 다양한 정치체제를 가지고 있으며 중국 경제의존도가 높은 동아시아 국가들에게 부담을 안길 수 있다는 한계요소 역시 지니고 있다.

A Study of Japan’s Strategic Partnership in East Asia
The current trend toward strategic partnerships in East Asia is driven by a variety of factors, including the uncertain postCold War external order, the limitations of alliances, dissatisfaction with regional security architecture, and the need to expand economic exchanges. In the case of Japan, the perception of uncertainty against their region has been a strong driver of strategic partnerships, and the main cause was the uncertain external circumstance generated after the postCold War. Plus, the rise of China has accelerated the anxiety. The Japanese leader who most actively utilized this strategy was former Prime Minister Shinzo Abe. Abe pursued the normalization of Japan, counterbalancing China based on maritime security, and strengthening ties with nations grounded in the values of liberal democracy. To achieve this, the Abe administration tried to foster closer relations with countries in East Asia and actively leveraged the concept of "Strategic Partnerships." Now, Japan has established strategic partnerships with many maritime nations in the South China Sea and has also developed highlevel strategic partnerships with neighboring countries of East Asia such as India and Australia. However, Japan's strategic partnerships, which prioritize maritime security and emphasize liberal democracy, may face limitations due to the diverse political systems of partner countries and the high economic interdependence with China among East Asia nations.
